Since we use the default TextWriterTraceListener in .Net to log to the files, you can turn this on by updating the trace listener in the app.config file.

<add initializeData="c:\temp\logs\mse_catalog.txt" type="System.Diagnostics.TextWriterTraceListener" name="txt" traceOutputOptions="DateTime"/>

Note the addition of the traceOutputOptions attribute.

You'll then get two lines for each entry like the following:

mseTraceSrc Information: 0 : Starting Microsoft (R) Managed Services Engine Catalog Server...
    DateTime=2009-01-16T18:40:21.1096000Z
mseTraceSrc Information: 0 : MSE Service Catalog adding endpoint address net.pipe://localhost/ServiceCatalog/NotificationService over netNamedPipeBinding
    DateTime=2009-01-16T18:40:22.2166000Z
